Accountability is critical to every project's success therefore more and more people are assigned to leadership roles in which they have no positional authority in the Matrix. Commands and controls are simply less relevant in the 21st century because of increased outsourcing, flatter management structures, collaborative cultures, and cross-functional teams. The goal of leadership without authority is to get others to willingly cooperate and engage, rather than following authority directives in the Matrix.
